Richard Giuditta, Chief Counsel

Richard A. Giuditta Jr. was named the United States Secret Service’s sixth Chief Counsel in January 2025, bringing to the agency more than 25 years of experience in government, policy, legal issues, and business strategy. Mr. Giuditta provides legal advice, opinions, counsel, and guidance to the Secret Service’s director and top leaders. He also oversees the agency’s Office of Intergovernmental and Legislative Affairs and the Office of Communication and Media Relations.
Mr. Giuditta serves as the agency’s primary legal advisor. He renders advice on highly complex legal issues concerning constitutional law, arrests, search and seizure, ethics, fiscal law, privacy, torts, civil rights, personnel and employment law, information disclosure, and civil and criminal discovery. As Chief Counsel, Mr. Giuditta also facilitates communication and formal relationships between the White House, Department of Homeland Security, other executive level Departments, and counterparts from Federal, state, and local law enforcement and national security agencies.
A highly accomplished attorney, Mr. Giuditta has extensive experience advising government executives, corporations, and nonprofit organizations on law, policy, and business strategy. His legal experience includes critical roles in regulatory affairs, negotiation, and risk management. Mr. Giuditta has demonstrated leadership overseeing a multi-practice law firm with a portfolio that includes budgeting, revenue forecasting, and cost controls.
Drawing on his strong business acumen, Mr. Giuditta is skilled at developing strategies, building coalitions and implementing tactics to achieve optimal results. As an executive leader, he provided CEOs and corporate executives with valuable guidance and practical solutions as they navigate rapidly changing business and reputational challenges. With a focus on regulatory compliance, crisis management and business development, Mr. Giuditta has a keen understanding of the interplay between business imperatives and government action.
Among his many achievements, Mr. Giuditta has served with distinction in elected and appointed government positions and is a member of the Board of Regents of Seton Hall University. Mr. Giuditta graduated from Seton Hall University with a Bachelor of Science degree in 1992 and went on to receive his Juris Doctorate from the university in 1996. He also serves as chairman of the board of trustees for Hockey in New Jersey, a non-profit organization that promotes urban youth participation in the sport.
