Secret Service Prepares for the 74th United Nations General Assembly

The security measures will be in place to ensure the safety of all citizens of New York City, as well as the 193 visiting dignitaries. The U.S. Secret Service is working closely with our federal, state and local partners to ensure safety and security while minimizing unnecessary impact on local transportation.

Air traffic restrictions will also be in effect. Strict flight restrictions in New York City and the surrounding areas will be in place from September 21st through to September 28th.

“When the Secret Service executes the security for an event as all-encompassing as the United Nations General Assembly, it requires the partnerships of all law enforcement and public safety officials involved,” said Patrick Freaney, Assistant Special Agent in Charge of the U.S. Secret Service New York Field Office. “Thank you to everyone that has put in so much time and effort to make this the 74th safe and successful United Nations General Assembly.”

“Just as the men and women of the NYPD work tirelessly to keep New Yorkers safe each and every day, Member States represented in the 74th Session of the U.N. General Assembly are welcomed to New York City knowing that the NYPD is committed to ensuring their safety,” said Police Commissioner James P. O’Neill. “I would like to thank our federal law enforcement partners for the NYPD’s role as a co-chair in this critical security mission.”

"We're proud to play an important role in the team effort of securing the United Nations General Assembly, said Capt. Jason Tama, Commander, U.S. Coast Guard Sector New York." Coast Guard units from around the country are working with multiple federal, state and local agencies to secure the country's largest National Special Security Event while keeping commerce flowing in one of America's busiest ports.

Street Closures:
SUNDAY, SEPTEMBER 22nd, 2019
Beginning at approximately 10 p.m. the following streets in the vicinity of the United Nations will be closed to vehicular traffic:
• 1st Avenue from 42nd Street to 48th Street. The tunnel underpass from 41st Street to 48 Street will remain open
• 44th Street from 1st Avenue to 2nd Avenue
• 45th Street from 1st Avenue to 2nd Avenue
• 46th Street from 1st Avenue to 2nd Avenue
The FDR DRIVE will be subject to intermittent closures:
• Southbound at 63rd Street
• Northbound at South Ferry

The following streets will have managed access and no vehicle parking permitted: Battery Place from Little West Street to Second Place. 1st Place from Battery Place to Little West Street Little West Street from Battery Place to 2nd Place 50th Street from Park Avenue to Madison Avenue 51st Street from Park Avenue to Madison Avenue 54th Street from 6th Avenue to 7th Avenue 55th Street from Madison Avenue to 5th Avenue 55th Street from 5th Avenue to 6th Avenue 56th Street from 5th Avenue to 6th Avenue 58th Street from Park Avenue to Madison Avenue.

MONDAY, SEPTEMBER 23rd, 2019
The following streets will have one traffic lane dedicated to emergency vehicles for the duration of the General Assembly: 42nd Street from 1st Avenue to 5th Avenue 57th Street from 2nd Avenue to 5th Avenue 2nd Avenue from 41st Street to 57th Street
The following streets in the vicinity of the United Nations will continued to be closed to vehicular traffic:
• 1st Avenue from 42nd Street to 48th Street. The tunnel underpass from 41st Street to 48th Street will remain open for passenger cars. Trucks and other large vehicles will not be able to access until the end of each day’s session.
• 44th Street from 1st Avenue to 2nd Avenue
• 45th Street from 1st Avenue to 2nd Avenue
• 46th Street from 1st Avenue to 2nd Avenue
The following will be closed to vehicular traffic beginning at approximately 5:00 a.m.:
• 42nd Street from the FDR Drive to 2nd Avenue
• 42nd Street Exit and Entrance Ramps of the FDR Drive.

Please note: These areas will reopen each evening after the day’s session.

The following streets in the vicinity of the United Nations will continued to be closed to vehicular traffic:

• 1st Avenue from 42nd Street to 48th Street. The tunnel underpass from 41st Street to 48th Street will remain open for passenger cars. Trucks and other large vehicles will not be able to access until the end of each day’s session.
• 44th Street from 1st Avenue to 2nd Avenue
• 45th Street from 1st Avenue to 2nd Avenue
• 46th Street from 1st Avenue to 2nd Avenue
• 49th Street from 3rd Avenue to Lexington Avenue

Waterway Closures:
Zone 1
Manhattan Shoreline: Always in effect. No vessels are allowed to transit within approximately 180 yards of Manhattan Shoreline at East 35th St to 125 yards from Manhattan Shoreline at the Queensboro/59th St Bridge. Commercial vessels must check in with VTS New York (VTSNY) on VHF-FM CH 12 prior to entering the West Channel.
Zone 2
West Channel Closure: Sep 23 - 28 (7:00 am - 7:00 pm). No commercial or recreational traffic in the west channel of the East River between East 35th Street and the Queensboro/59th Street Bridge. Again, please note commercial vessels must check in with VTS New York (VTSNY) on VHF-FM CH 12 prior to entering the West Channel. NYC DEP sludge vessels will not be allowed to transit without 24-hour advance coordination with the Sector NY Enforcement Division.
Zone 3
Full River Closure: Sep 24 (8:00 am - 3:00 pm). No vessel traffic in the East River between East 35th Street and the Queensboro/59th Street Bridge. No vessel transits will be permitted within the Security Zone while it is in effect without the USCG Patrol Commander approval.
