Lesly Noel is behind an elaborate bank fraud scheme in Florida, which resulted in the loss of $200,000 to three local financial institutions. Noel, using the alias Jorge Vieira, established a seemingly legitimate business, completing all necessary state and federal filings. Once the business was established, Noel deposited $200,000 in counterfeit, forged, or fraudulent checks into the company's accounts. He then withdrew or wired funds to another account, furthering the scheme. A Haitian native, Noel is known to lead an extravagant lifestyle and travel between Las Vegas and South Florida. He is believed to have family in the Atlanta, Georgia area. Noel has been known to drive a 2005 black BMW M3 registered to alias Winsky Toussaint. On August 6, 2008, Noel was indicted by a federal grand jury in the Middle District of Florida on charges of 18 USC 1344, Bank Fraud. A federal arrest warrant was issued on August 7, 2008 for Noel.
